2003 IJF REFEREEING RULES
(SIGNIFICANT) CHANGES AND CLARIFICATIONS

Article 1 Competition Area adjoining safety areas may be 3m to 4m.
Article 1 Appendix Olympic and World Competition will be 8mx8m (Since 1998)
Article 2 Equipment (a) Flags (referee) close to the Competition area.
Article 2 Appendix Manual Scoreboards should be available in reserve. (Since 1999)
Article 3 Uniform (c) 1 Olympic abbreviation (11cm) (Specifically 3 letter Country code.)
Lapel and collar Must not exceed 1cm in thickness and/or 5cm in width. (2001)
Article 3 Appendix (b) Official blue color Pantone TP Scale 18-405 and 18-4039
Article 4 Hygiene If a contestant refuses to change. Fusen gachi, if the contest has
not started or Kiken gachi after the contest has started.
Article 5 Appendix Referee and Officials When osaekomi is called the green flag is raised.
When toketa, matte, sonomama is called the green flag is lowered.
(We have always done it this way. They finally corrected the wording.)
Article 8 Gestures 7) Toketa not Osaekomi-toketa
To call the doctor shall face the medical table, wave an arm (palm upwards) from the direction of the medical table towards the injured contestant.
Hikiwake gesture is only applicable in Team Competition.
Hantei gesture is only applicable at the end of Golden Score contest, where the scores are equal.
The "NOT VALID" gesture by the referee may be used for throws that are outside, done after the bell or matte or in cases of so satsu.

Simultaneous Ippon or Sogo gachi. Settle with Golden Score immediately.
Accumulated (Indirect) Hansoku make settle with Golden
Score. (From 1998-2002 this was included with Direct Hansoku
make).
Article 22 Sogo gachi three (3) shidos
Article 27 Prohibited Acts 2, 5, 6, 10 (Generally more than 5 seconds.) Still use 3-5 seconds without
attacking interpretation. First time 5 seconds, second time 4, third time 3..
Article 29 Injury, Illness or Accident (a) (3) impossible to determine cause, competitor who can not
continue shall lose.
(c) Accident Referees Consultation with the Referee Commission
and final decision by Sports Director and/or Jury.
All roman numerals have been replaced with Arabic (English) numbers.
